Inspections of use of radiation

On-site radiation inspections are an integral part of regulatory control of use of radiation. In the course of the inspections, STUK ensures that stipulations of the Radiation Act and conditions noted in the safety licence are adhered to. Activities are to be carried out safely and in an acceptable manner. STUK’s inspection rights are prescribed by article 53 of the Radiation Act.

The inspections ensure that, among other things:

  • radiation devices, sources, and actions which cause exposure to radiation fulfil all requirements
  • radiation shielding, quality control and safety arrangements are adequate
  • set maximum or operational values are not exceeded
  • the monitoring of exposure to radiation by radiation workers and health checks are carried out as per regulations
  • radioactive materials and waste are handled appropriately
  • staff have adequate training, competence, instructions for using radiation devices and sources, and emergency contingency plans.

Radiation sources and devices and their use are generally checked the first time while starting radiation practice. After the first inspection (implementation inspection), inspections are carried out every 1-8 years depending on the nature of operations.

An inspection report is drawn up for all inspections which is sent to the place where radiation is used. The contents of these reports must be accessible to all staff who deal with radiation.

All inspections are liable to charges. Payments are according to article 69 of the Radiation Act and the decision by the Ministry of Social Affairs and Health regarding charges and grounds for payment (580/1993).
