International Co-operationIn 1992 STUK started its co-operation with the Kola and Leningrad (Sosnovy Bor) nuclear power plants in order to improve their safety. The co-operation is part of the Finnish Bilateral Co-operation Programme with Neighbouring Areas in North-West Russia. Co-operation has been successful. The main reason for that is that STUK's co-operation with Russian NPPs has matched well the Russians' own projects to develop the safety of their facilities. International finance for Russian projects has enabled the first steps of considerable modifications. Co-operation with the neighbouring areas includes also the development of emergency preparedness, nuclear waste management and co-operation between regulatory authorities. In 1997 the Ministry for Foreign Affairs in Finland appointed an external team to evaluate the bilateral nuclear safety co-operation. The evaluation is a common procedure focused rotating in each part of the Finnish bilateral programme. The evaluation team has written a report about the technical evaluation of the co-operation projects. Report in PDF format The association WENRA (The Western European Nuclear Regulators' Association) consists of heads of the nuclear regulatory authorities of Western European countries having nuclear power plants. The objective of the association is to develop a common approach to nuclear safety and regulation, in particular within the European Union. Finland has participated in the preparation of the report "Licensing of safety critical software for nuclear reactors; common position of seven European nuclear regulators and authorised technical support organisations.
